During the session, chaired by NRLA Chief Executive, Ben Beadle, we heard from Guy Horsington, Deputy Director for the Private Rented Sector at the Ministry of Housing, Communities and Local Government (MHCLG), who provided an in-depth overview of the Bill's key measures, offering an insight into the upcoming reforms.  

Guy began by thanking NRLA members for “providing decent homes, staying on top of the rules…and going that extra mile for your tenants.” But he also warned that “change is coming” and set out the Government’s aims to “overhaul the regulation of the private rented sector and level the playing field decisively for tenants and landlords”. He confirmed that the Government is committed to delivering these changes swiftly.  

The discussion touched on the potential impact on student tenancies, the need for court reform, and the importance of a smooth implementation process. Guy assured members that there would be sufficient time between the Bill receiving Royal Assent and the new rules coming into force for landlords to prepare, while balancing the need for certainty across the sector.  

We were also joined by Rik Smith, Director of Tenancy Services at Goodlord, as well as Chris Norris and James Wood from the NRLA's policy team. Each shared valuable insights on how the reforms are likely to be implemented and what they mean for landlords, tenants, and the wider housing market. 

Chris noted that the Bill is likely to prompt landlords to consider how they adapt their businesses as they navigate the upcoming changes. He encouraged landlords to take time to reflect on their next steps but reassured members that the NRLA is working hard to make sure the Bill is in the best possible form it can be, including options to mitigate any increased risks.
