New date announced for Renters’ Rights Bill

The Renters’ Rights Bill will be back in Parliament for report stage on January 14.

Report stage will see MPs  discuss amendments and new clauses in the House of Commons, with the NRLA continuing to lobby Ministers and MPs to ensure the Bill meets the needs of responsible landlords and tenants.

The Bill will introduce widespread and significant changes to the way in which the private rented sector operates in England, including the abolition of section 21 repossessions and the end of fixed term tenancies.

The NRLA is among a number of organisations to have given evidence on the Bill’s potential impact at committee stage in November, with Chief Executive Ben Beadle warning it could have a devastating impact on the supply of rental homes.

What will happen at report stage?

During report stage all MPs will have the opportunity to consider amendments to the Bill on the floor of the House.

While there is no set time period for report stage, Housing Minister Matthew Pennycook has emphasised the Government wants to move quickly.

Once completed, report stage will be closely followed by the third reading and, once this has been heard, the Bill will have completed its passage through the House of Commons.

It will proceed to the House of Lords, where it will progress, as it did in the Commons.

Should the Lords make any amendments, the Bill will return to the Commons, where both Houses will engage in a "ping-pong" process until they reach an agreement.

Once both Houses approve the final version, the Renters’ Rights Bill will be sent for Royal Assent, before becoming law.

After that, secondary legislation will need to be published to fill in details of key elements of the Bill before it comes into force. For example, secondary legislation will be needed to confirm what must be included in all periodic tenancies.  

This is expected to be this summer, although it could be earlier.
