James Barnes is the policy lead for the Local Authority Delivery (LAD) Scheme, and Nick Graham is a senior policy advisor for the Home Upgrade Grant (HUG) at the Department for Business, Energy, and Industrial Strategy. At this webinar, they will present on the LAD and HUG schemes, and how landlords can take advantage of the opportunity to receive a two-thirds grant ranging from £5,000 to £16,666 towards the cost of upgrading their privately rented home with energy efficiency measures and low carbon heat.
The Home Upgrade Grant (HUG) scheme will provide energy efficiency upgrades and low-carbon heating to low-income households living in the worst quality, off gas grid homes in England both to tackle fuel poverty and meet net zero, whilst the Local Authority Delivery (LAD) scheme will provide similar upgrades to low-income households living in the worst quality, on gas grid homes.
An initial £150 million was allocated to HUG in the 2020 spending review and packaged alongside a £200m third tranche of LAD as a £350m Sustainable Warmth competition, which closed to local authority applications on 4 August 2021. This £350m of HUG and LAD funding is expected to be delivered from early 2022 to March 2023, and is open to private landlords of low-income tenants who wish to upgrade their homes with energy efficiency measures and low carbon heat.
The October 2021 Heat and Buildings Strategy recently announced a further £950 million to be allocated to HUG, which will be delivered from April 2022 to March 2025. The scope of this funding is yet to be finalised. We are working across Government and with key stakeholders to design this next iteration of the Home Upgrade Grant and determine the final policy specification.
